The effective property tax rate is a better measure than the nominal (millage) rate. It shows what people actually pay based on market value.
Nominal rates can be misleading. Properties are often assessed below market value. Many areas offer exemptions, like Florida’s homestead exemption. Cities and school boards may add extra property taxes.
The effective rate includes all of this. It gives a clearer view of the real tax burden. This is why I used data from the Tax Foundation as opposed to data from Waypointe.
On a side note, Florida law requires county appraisers to reassess a homesteaded property at market value after major improvements. The problem becomes apparent as it can essentially become an inordinate tax on unrealized capital gains from the home value.
Orlando region
Rates across the Orlando metro area are fairly consistent. Most counties fall between 0.70% and 0.79%.
Seminole is the lowest at 0.70%, followed by Orange and Volusia counties at 0.78%, with Osceola and Lake both at 0.79%.
Tampa region
Tampa Bay counties show more variation. The range spans from 0.72% to 0.84%.
Hernando has the lowest rate at 0.72%, followed by Pinellas at 0.73%. Pasco is at 0.76%, and Hillsborough has the highest at 0.84%.
Miami region
The rates across South Florida’s coastal counties range from 0.81% to 0.95%, showing notable variation.
Martin County is the lowest at 0.81%, followed by Miami-Dade at 0.83%, Palm Beach at 0.88%, and both Broward and St. Lucie counties at 0.95%. It’s clear that Miami-Dade stands out as a relative outlier among its higher-rate neighbors.
Lowest cost cities in FL by property tax
Panama City and Pensacola are in the Florida Panhandle. They are in Bay and Escambia counties. Both counties have a 0.60% tax rate.
Naples is in Collier County. It has a 0.66% tax rate. This is low compared to many Florida urban counties.
